V4 beta 544 + windows7, service is not running

It happens all the time, SERVICE IS NOT RUNNING and not able to build cache or anything.

Reinstall eboostr, but don’t uninstall the older one; just let it copy right over the older. This happen way back to a few people (my self included) and this trick seem to work the best. Somehow a file didn’t get place right or currupted so “rebuilding” it is the best bet.
