It seems that for the moment eBoostr is incompatible with the Intel Rapid Storage Manager (an apparent upgrade from the Matrix Storage Manager). When the Rapid Storage is installed, the eBoostr service fails to start. However, downgrading to the Matrix Storage fixes the issue.

By choosing to locate my filestat.dat on my Turbo Memory, it ended up not being to find the file with the new drivers as it didn't show the existence of the drive. Therefore, by reinstalling only the Turbo Memory driver, I regained access to the Turbo Memory drive, assigned it a drive letter, and eBoostr was happy to create a new filestat.dat and begin chugging away.
