Multiple users are prompted as first-time users regardless of program use

On a Server 2003 system, if a second user launches the control panel for the first time, it asks them as though the program wasn’t used before. Canceling that prompt reveals the caches created by the first user.

    Vista and xp are doing the same thing when running multiple users
